Mtmis - Vehicle status has been suspended

Hi, I plan to buy a car, Daihatsu Move 2011, registered 2014. which when i search details for on mtmis. It gives me the following message

Also, when I try to initiate a transfer request using epay punjab application by entering the registration number of the car, I get the following message

However I am able to get the details by messaging registration number on 8785. I get some details of the owner.

Is this a problem? What necessary steps should I take before paying them?

The owner of the car has blocked registration. Contact him to unblock the registration by visiting excise and you can transfer it on your name
