Well there could be many reasons
1. It could be from cross under the steering in case you put lock in that as security purposes.
2. It could be from ball joints in case their cover are torn
3. It could be ends.
Mostly they are ends and ball joints
Repairing cost are quite high. It include mechanic labour+ kharadia + cost of parts .Mostly mechanics are rip off. They charge high but problem is they put chinese substandard parts the whole combo works for few months. Genuine parts of steerring are very very costly but they are only option.
