I have so many questions right now but i'd just say, it's normal for a car to do this when the engine is cold, especially in the morning.
first, this picture is of BRV i think and second, it's normal behavior for cultus, all EFI cultuses do that. no problem. our cultus used to do the same, until i changed the CNG modulator and got Corolla's.
Firstly, I would request you to remove this picture as it is not related to your vehicle whatsoever. The last thing we would want is post to go off topic.3000 rpm is too much if it stays for 2-3 minutes, it should drop within a minute at most when you start it.
3000 rpm is too much and that too for 3 mins.
My same model goes 1500rpm in cold start and begins to come down to 800rpm after a minute.
I think Throttle position sensor need to be checked
Check idle air valve controller, it may be jammed.

Get the Autochoke cleanes it han an bearing line thing that got jammed over the time due to carbon and duat deposites. Autochoke shouldn't cross 2000 on dead cold start and should came down to 1500 with 10 to 15 seconds
Service your throttle body and idle control valve .idle control valve is stuck and full of carbon
