well it has not much to do with paint quality, paint quality of toyota and honda is pretty good. it is about how you spray it, i once had the chance of talking to a painter of honda, he works at the factory, i asked him regarding this, and he said "this is the genian look", people will say its a repaint if a paint finish doesn't have it.
wetsanding is a time consuming and risky process, and even riskier when you deal with such thin paints.it isn't feasible for companies for toyota and honda, but luxury brands like bentley do it.
i usggest just treating the car with meguiars ultimate polish, it will slightly abrade the paint (very very teensy bit) but the orange peel will look atleast shinier than before. honda paint seems to have low gloss and this treatment will improve the overall looks. our silver city also has this issue
