The primer is peeking out.. your car has been harshly compounded.
Have you ever had any 'polishing sessions' with a less than quality product?- this is what you usually end up with.
Post a picture of the product youre going to use on the paint.. if its an abrasive, it will make the problem even worse and you might have to repaint a few years down the road
