Visited ACLC office today and got the NOC within 15-20 mins only. The process has been further simplified, all you need is the original CNIC and vehicle paper (no more photocopies). Pay the fees Rs 200/ at the counter, get some snaps done by the duty inspector and you'll have your NOC while sitting at some very comfortable chairs/sofas lying outside the room.

If you are moving from Nazimabad (Sona Chandi Lawn) towards hassan square, i'll be on your left (main road, you'll find the sign board) well before Liaquatabad underpass.

Dear you might have miss-understood, You car may be Karachi Registered and they might have asked you CPLC,, if you are the second owner,,,
Otherwise there is no NOC Required in any part of country you travel in car which is registered at your name.
No such ruling... yet
