idk about bikes etc, But i guess in bikes there isnt any "book or copy". They only have the registration paper. which you have, The other paper is stamped that the original file is handed over tot he owner, so that means the owner has the original file with him.
Just to clear this issue, just give a call on punjab excise helpline and tell them the scenario and ask what other papers you are required or possible thing you can do. The helpline service of punjab excise is really helpful. I have tried once their helpline service. And over the phone the guy had explained and guided me in a proper way and the important thing, that helpline person wasnt in rush to just hangup the call, he listened me with patience and guide me with patience. Just please be polite while talking.

PS: You should ask the previous owner for the bike's file. the paper in file is the sales certificate and sales receipt which is important to present in the file and the other documents will be of any previous owners transfer on their names. But try calling excise office tomorrow. Before taking any final decision.
