The whole scene will work as follows:
If the NIC copy of second owner is still unexpired, you can directly apply for registration in your name i.e you will be legitimate 3rd owner.
Second option is that the 3rd person transfer it on his name and bear all expenses and then you buy it from him I.e you will be 4th owner now.
Open letter cars are very normal in Karachi. It doesn't matter buying one ONLY if all docs are complete car has no criminal history. However, one should strive to transfer asap in his name as its a crime now to drive on open letter
