Need info on computerized number plate for bike

Salam dear mumbers!!

I hope everyone is good. I had a query in mind for which i needed help from you guys.

Thing is, I have a Honda CD 70 motorcycle, which is 2013 RWP registered. I bought it from a Bike dealer on murree road Rawalpindi and also registered the bike through him. Everything went smooth and got my registration book and file. But at that time, i didnt get the computerized number plates, nor i had any idea that computerized number plates are issued.

So, the problem is, that now, i want to get the computerized plates for my bike. I know i should contact the dealer for it, but the thing is, he never paid for the number plates. There is no payment done for number plates on the official payment invoice given from excise office. Also, i texted the particulars on the excise number 9989 to check status of the number plates. The reply i got was "No fee submitted for number plates"

Now tell me fellows, what is the procedure to get the plates from excise office? If anybody can tell me the complete process step by step, it would be grateful. I dont want to involve any agents in this.

Take photo copy of book and NIC to excise office.submit it with a form of number plates issuance. That is available at excise office. Submit fees and give complete home address. It will be sent to your home in ten days through TCS. Bring original book and nic also.

I bought Honda 125 deluxe for my son in 2014 got registered in my name through dealer I got the book but no number plates because I never made a payment. This month I went to Excise Department with original book and NIC ,firstly I checked if they had number plates which they said they have the number plates , which I collected after making payment of Rs750/-
