You can have your claim from two places,
- Insurance panel workshops
- Workshop of your preference not on the panel
In case of # 1, you will not be charged for paint jobs, parts replacement will be charged according to the schedule. First 6 months = 5%, next 6 = 10%, next 12 =20% and so on. So, 5/10/20% of cost of bumper will be charged while the paint job will not be charged.
In case of # two (workshop not on the panel), you will have you bumper replaced at full price, whatever it is, insurance will pay you ONLY what they think is the price of the job. For example, if your #2 workshop charged you 10,000 for rear bumper but the insurance company can get this done from THEIR workshop for 5,000, they will pay you 5,000 for the job and not 10,000. They will pay it to you in check after 3/4 weeks of the claim.
Another example: 3S dealership will charge you full price for bumper replacement + paint as in individual customer but if that 3S is on their panel, insurance will pay half or whatever their deal is with them.
Ab coming to your specific issue, ask him and have it in writing on the estimate that insurance will cover the full bill - with his sign and stamp. If he doesn’t, then dont trust the guy and kaam islamabad say insurance panel workshop say kra lo. Just dont tell them that its a 4 month old accident
