Need information regarding Transfer of ownership of the car

Respected All, I going to transfer a car at my own name.
There is an official of excise office who said that if I pay him some extra charges then he will complete all the process of transfer ownership of car.
Can anyone tell me the step by step procedure for the transfer of ownership.
After submission of original documents , will excise office issue me any computerized receipt to collect the Smart Card?
Can anyone share the scan copy of your slip?, I want to know the format of the slip.
If there will be any date to collect the smart card?
if there is same process for the new and old cars for the ownership?

Now I checked my application status as per website of excise & taxation Punjab i.e http://mtmis.excise-punjab.gov.pk/.
Application status is: pending for inspection.
what does it mean and what will be the last status of application ? and when this status will change? let me know if anyone has experience about his application status.

after recent court orders, now you have to take your vehicle to the excise office and an inspector will physically inspect vehicle before it goes for final registration process.

better hire and agent, negotiate with him, and get everything done without any hassle. (you know what i mean)
