Need suggestion to Buy a used Car in 14 to 16 Lakhs

I want to buy a car for my father to drive mainly from city to city and also in Lahore on Ride services ,
I did a lot of searching on all the platforms and the only options i could find are :
Honda city
Cultus
Mehran
Alto
Vitz

Can you please suggest if you have a better option or if i have to choose from here what should i choose
Fuel average is a big factor in choosing the car as distance from my city to lahore is 60km

Honda city is your safest bet
Idsi has a very respectable fuel average and decent ride , space and comfort

there are 2 problems,

option 1 is honda City, but in 14-16 lakh it would be a hard luck to find in very good condition.

option number 2 is cultus, you can find a good condition in this budget, lekin old shape cultus ko mostly log ride hailing per nahi bhi prefer kartay, especially city to city they want diggi wali gari
