I would suggest a used, good condition Lenovo ThinkPad. Easy to replace and upgrade parts, good keyboards and trackpads, and available with FHD (1920x1080) displays, fingerprint readers and backlit keyboards if you look around. Sometimes, you can even find a good deal on an FHD touchscreen model.
T4xx series has 14" screens, T5xx series has 15" screens, X2xx series has 12.5" screens. X1 Carbon and X1 Extreme are also good to check out. Try to find a T450/T550/X250 or newer, meaning the last two numbers should be 50, 60, 70 and so on. Make sure the display is FHD or better if you want a decent experience.
RAM and SSDs on most (older) ThinkPads can be upgraded, so even if you start out with 8GB RAM and 256GB SSD, you can always get more down the line.
Techno City in Karachi has a number of used laptop shops you can visit. NM Traders (Shop FA-31, 1st Floor) deals in ThinkPads.
You might be able to find a newer Dell XPS 13 within about Rs. 125,000, but with prices the way they are, don't quote me on that.
With the dollar at Rs. 279 and climbing, new laptops are out of the question. If it's a new laptop and it's less than Rs. 150,000, it's likely to be absolute garbage. It's a much better idea to find a used, higher-tier laptop a few generations old in good condition. At around 150k, used 2018 15" MacBook Pros and newer enter the picture.
