New owner not transfering vehicle on his name despite reminders

I sold a car to some dude. Years have passed but when I recently checked online, I came to know that the vehicle is still not my name.
Contacted the dude and asked him to transfer the car on his name ASP. After passage of a month he hasn't done it on one pretext or the other.
He hasn't even paid the tax since he had bought it from me.
I have decided instead of asking him I should just get the ETO involved and inform them of the issue.
What's the procedure for this and how to get it done quickly.
I know you can inform the ETO that the new owner is not transfering the vehicle on his name but is it a complicated process?
I am done with requesting the guy politely.
Vehicle is Karachi number.
Need quick response, please.

Just lodge an FIR for car theft, when you did that then I'll tell you the next step.

Then you should file a complaint with the vehicle registration dept with all proofs.

make copies of all documents and send to excise office via TCS ( so you have proof of delivery)
request ETO office to block & suspend registration of the car sold on xxxx date to mr &^&*^% cnic no *&^%$#, if vehicle is not transferred by (mention cut off date) . Do send the copy of letter to the buyer as well.

ETO saying following:

Launch FIR (nor for theft, of course. But that the buyer has not changed the ownership despite reminders)
Give some kind of bloody ad in newspaper.
Phir tashreef lay kar ayen ETO office mai.

send the letter & documents by TCS. Hold proof of dispatch & acknowledgement.
