I have a budget of 4 million but considering the high fuel price I am confused either I should buy a new Honda city cvt or an old prius. I always want to buy a new car rather than an old car but considering the fuel economy and comfort level my mind goes for old prius but heart is for new city. Need help on the decision and fuel economy of city 1.5 cvt

Honda City is a better buy. I have calculated that the maintenance on Hybrid cars mainly due to battery replacement negates any savings due to fuel efficiency.

Without a single doubt buy a new car. It's a great experience and also no more chai from the local mechanic as they will make you drink their tea while eat your wallet and as already mentioned by @syeddanishanwaar sahab, in the end hybrid will negate all the savings when you'll have to change ABS module and replace the batteries.
On top of that for prius you have to source everything from scrapyard, if by chance you find a new one then it's price will be so high because of import ban.
In short: Buy a local product and have a peace of mind.

I work from home and only go out at weekends. So, hybrid was not feasible for me. It may be more cost effective for you.

Apart from cost saving, you should also consider resale.

It will be easier to sell a City at the best rates even 5-10 years down the lane. But you will have difficulty in selling a 15-20 years old Aqua at a good price.
