Punjab and Sindh Excise departments are two totally different entities. You could find an agent in Karachi who could do this for you but the chances that he runs away with your money and old plates are pretty high. Better to get a good friend in Karachi to do the leg work for you. And if there is need for biometric, then you will have to go yourself. However if you manage to get hold of a trusting agent, they usually have a way of bypassing the biometric requirement.
