I've been using 145/70/12 general eurostar tyres for 50K KM now.
I'm in need for a new set.
How much do new general tyres cost and where can I buy them? Any other recommendations in a budget?

for cheapest you can search around for chinese tires.
if you do not travel on long routes then chinese could be an option for you. they will cost you around 12-15k but will worn out after 30-35k. i have been using general tyre too and have done around 28k in it. my car usually travels less hence these 28k km have been done over a period of 5 years. now, after 5 years, the tyre has become really hard. so I would say that general is also a good option if you are not exactly looking for spend a lot of money.
17,500 for general tires ? and that too for just a 12 inch 145 tire ?That is not right.

Mine are 7 years old now. I did a tyre rotation instead of replacing, has improved handling and saved me some money for now.
Tires have a shelf live of 5 to 6 years. You should get them changed as they are too old and could be a risk
