Fines to honay chahiyen. Lakin motorways, highways aur roads ki halat bhi theek honi chahiye. Roads ki halat khasta hoti hai aur us pe Toll tax bhi lena hai inho ne aur Fine bhi karnay hain.

traffic management and penalties for violations fall under Traffic laws, enforced by NHMP
road construction & maintenance is job of National Highway Authority

both are under different ministries at Federal Govt level in Islamabad.

Both fall under some rules and regulations of the same Government.
Both ministries fall under the same Government.
Fines and Toll taxes revenue Govt hi collect karti hai.
