NOC For Bullet Proof Vehicles

Hi Friends

Can anybody tell what is the process of getting NOC for Bullet Proof Vehicles in Pakistan ?
I ask two - three company which armored vehicles they said you should have NOC in order to armored your vehicle .

Anybody knows the process of getting NOC , I mean who has the authority to issue NOC .

Only the interior ministry can issue permit for bulletproof vehicle.

Not an easy task to get a permit.

Reason: A culprit in a bullet proof vehicle would be one hell of a mess.

I know a few cases from balochistan where criminals have made it to safety in bullet proof NCPs with run flat tires.

Officails are asking 25 LACSVfor the NOC .
