NOC verification help

Salam guys
I got my car transferred from jhelum in 2014 which is isb registered and today when i went eto in isb they told me that car is still on its old owner name so i would be needed an noc from jhelum and get it verified from eto isb and then get it verified from jhelum so i didnt understood this procedure if anyone can help me telling me the whole procedure would be thankful

How did an Islamabad Registered vehicle transferred in Jehlum or vice versa - Islamabad is Capital Territory does not fall in Punjab excise domain.

if the car is Islamabad registered an NOC from Islamabad ETO office is needed for transfer to another ETO territory & Vice versa.

a car registered in Mardan - KPK purchased by a person living in Swat - KPK ..

Mardan ETO will issue an NOC for transfer to SWAT and only after internal verification from MARDAN - The SWAT ETO will accept transfer of vehicle in their database.

Okay following isb eto order i got made Intimation letter from jlm eto and went the next to isb eto, hired an agent told him whole story and made a a deal with him, he call me back after exact 20 minutes that "sir g kamm ho gya twada aa ke paper lelo".
