Good decision by the Govt, Nobody is buying cars without paying all the taxes as always. Moreover this is also good for already weak economy, and the only country where we have to stand in a queue to get our hands on a new car.

To The naysayers. Please dont see every thing as black and white. Let me explain myself. A non filer while buying a vehicle is paying more tax than a filer. Say if I buy a 1000 cc car and I am a non filer, than i will pay 25000 compared to 15000 for filer meaning 10,000 more to the national exchequer. Now if government bans the purchase for non filers that means i am no longer paying any tax at all. Now that does not guarantee that i will become a filer, maybe i do, maybe i dont but what's definite is that on every loss of sale because of ban, government will lose a chunk of tax on non filer.
So as long as money is coming to the national exchequer one way or the other it should not matter. Besides how can one say that filers lost when they will pay lower tax compared to a non filer and unlike non filer they are able to take rebate.

Filers should not get disheartened over this matter. Govt. must have some other plans to bring ppl into tax net. But this way was damaging the already struggling auto industry in Pakistan, especially it would have been disastrous for the new entrants in the market.

So be hopeful, ppl will eventually come in tax net through other ways. Let's just say this wasn't a very reassuring way.

I personally feel that tax being paid by a filer should be at least 50% less than the tax being paid by a non filer. That would entice people to become filers.

Well, it's not quite flourishing either when you compare it other neighboring countries.

About the struggle to survive, yes, the new entrants would have struggled to survive if the ban would have continued. Think about Bravo, Kia, Hyundai and the others , who would wanna invest in such a place where they know only a small percentage of the people could buy a new car (and that too out of the ones who could afford it in Pakistan).

I am not a financial expert but is it possible to increase the yearly token for non filers to meet any gaps ? If the registered owner is non filer he pays more than the one who is filer ?

If they are right on track. NIC numbers would be treated as NTN numbers and people would automatically come in to tax net.

Secondly when a local assembler files their returns on the name of non filer. The system sends a mail to the non filer to prove where did u get the funds from.

But yes Japanese used cars can be registered without any issues.
