Non-Transferable RC for Honda CD 70

Salam everyone! I need help with a complicated RC transfer issue in Quetta, Balochistan. Here's the breakdown:

1. The Bike:
   • Purchased a used Honda CD 70 (2012 model) from a local bargainer.
   • RC is non-transferable and the original owner is untraceable.

2. The Problem:

   • Excise Office told me: Get a transfer stamp "Attach the owner's CNIC copy + your CNIC to transfer."
   • BUT: The owner's CNIC copy is expired (since 2014)!
   • No way to contact the owner - only have his outdated CNIC copy.

3. My Questions:

   • Has anyone in Balochistan transferred an RC with an expired owner CNIC? Does Excise accept it?
   • Is re-registeration possible as the owner is untraceable
   • Any trusted Excise agents in Quetta who can handle this?

Note: I want a 100% legal solution - no forged papers or bribes.

Update: Thanks to Sardarg bhai for the guidance, I contacted the real owner of the bike on WhatsApp he is a very humble cooperative guy. he said I will help you to transfer the bike to your name don't take stress or anything. I am now mentally relaxed.

• when was the bike purchased ? how did you managed NOT to see the validity of each paper surgically.
• goto any cell company frenchise office, provide cnic no and obtain working cell number and contact the person. it may be tricky but it always works.
• agents outside NADRA centre can help you get current copy of expired cnic.
• RC NON Transferable means at the time of transfer a new book / card will be issued.

Bought the bike few days ago from a bargainer who assured me the RC was "no problem" for old bikes. My mistake was trusting this without proper verification. Btw I'll try the above method to contact the original owner. Thank you
