I think for both. Having no registration plate is a bigger offense than black tints. Fazal Bahi please share as to what happened with your friend.

3 years back I had a city vario with black tints on rear windows and screen. I was stopped by traffic police near Marriott Isloo, fined 300 and removed the tints. It was a nightmare to remove those Remaining marks afterwards.
