Oil residue on a pipe going to air filter assembly

Guys, I have Honda City 2005. It had served me well for a bit over 270000 kms. Regular maintenance and upkeep etc. About 6 months ago, I noticed it had started to reduce oil significantly (10W30 Honda). So I switched to 20W50 zic. It ran fine for two oil changes, but yesterday I noticed this oil residual near the air filter assembly. Pic is attached.
What does this indicate? Is it serious ?

Secondly, I'm in Islamabad near DHA phase 2. Are their any good mechanics for Hondas nearby ? Not good, excellent? Asking in case I ever go for an engine replacement.

remove the pipe, there should be a valve attached to the pipe somewhere.

the valve is supposed to be one way. remove it, clean it and verify if it is working properly.

This might fix the oil consumption

Looks like a bad PCV valve. Just like margallar above suggested, remove the pipe and inspect if it's not choked and working properly. Replace if needed.

What if the valve working fine and still got some leakage?

never had such a problem, except in case of a bad valve....

city pcv valve is on front side of engine and can be access by nose plier. too low . get pic from google
