Yeah i know it return doesn't worth it. If seller agrees upon partial refund then I should wait for money to arrive in my account first and after that I confirm order arrived? Am I right?

Yes seller will accept the partial refund without any problem IMO BTW how much was the total cost

My item declared value is 15$, now the funny thing is since my item is bought via a friend and he went to GPO Lahore to clear out the detained/Custom matter , and after kharcha pani they said the stuff will be sent to his house. Item came and they charged 100% duty on it , asking 1600rs on a 15 dollar car mat. Any help on how the issue can be resolved ?

kharcha pani is when someone is not willing to do anything even though the work is legal , his main job and your rite . they want some motivation by saying sir chai hi pila dein, where as bribe is when u want something unethical / illegal done. All i wanted done was him to properly mention the item custom code which is his job and my right as i have to pay the tax accordingly, i even having the proper code showed him that its 35% of declared value . He did wrote something and said , done ap ko ghar ajaye gi item and pay your custom at premise. when the item was delivered to my friend's house it turned out they charged 1600 rs on a 15$ item which if im not wrong is more than 100%

I understand what you mean. I considered that distinction for some time too. But in the end I think if we feed them what they want then we're just saying loud n clear "lagay raho munna bhai"; can't legitimise this stuff.
I think next time you have to go to GPO, make a video. Lets expose these people. Maybe buy a local spy watch/pen or something, they're cheap anyways. Whether something changes or not, exposing these people is the first step. As much we can do, we should.

Sir it has already been discussed many times search forum

On short " dollar rate add one rupees to it then add 3% of it "

Eg
1:if dollar rate buying is 104 rupees , adding 1 rupee to it =105

2:If an item say 20 dollar then 20+3%= 20.6

3:Now 20.6 x 105= 2163rupees

To both the brothers , i totally agree that its encouraging them to keep on doing their practices. But unfortunately those who stand their ground and reject their demand for chai pani get their parcels misplaced and get to run around GPO like a headless chicken from one office to another. And frankly i "paid" for the stuff to get it from another country, PAID overcharges slapped on the transaction by the bank. The seller in all honesty sent me the desired item. Now the govt charges me Income Tax and some other ******* tax in addition to the custom, the to top it all off my own SB govt office is forcing me not to pay the tax like an honest individual rather making my item fall into a higher tax bracket , holding off on my item until i personally visit and "Kharcha Pani " scene, they can easily automate and send u the item with tax mentioned and the rate tax was implemented.

These are ordinary post and you cannot track once the parcel reach Pakistan .

I'm using aliexpress official mobile app and it works perfectly. Yes it offers discount but thats very small.
