Don?t order a cellphone from a foreign website. It is more than likely customs is going to hold it and ask you for a no objection certificate from PTA.

I am afraid you can not open a dispute neither he will send you another piece. Because i saw the link you gave it clearly states in description "This price includes 1 pc of cloth diaper + 1 pc of nappy insert" . So nothing can be done now.
