The seller has extended purchase protection and is now asking me to close dispute so his shop rep isn't ruined and said that its been sent.

I ordered a Phone from AliExpress. It was detained by Customs Lahore GPO on 2nd January (asked them by email on imo.lahore). Its 13th Jan today, and I still have not received any detention memo, and they're not replying to my emails. Memo is required to get the NOC from PTA. It normally takes this much time? Or I can go to GPO and get Detention Memo from there ?
Anybody have any experience in buying and using this device to track vehicles locally in Pakistan ?? Urgent
