109 is damn high when inter bank rate is 105.5 (at the time of posting this reply).
MCB Lite is charged at interbank US dollar rate + 2 rupees. For example if rate today is 105.5 they will charge 107.5. I have checked it couple of times. There are no other charges. Plus you can get its internet session permanently activated and top it up from your regular MCB account using MCB Mobile Banking app.

Received an item in different colour as i had asked for, now contacted the seller and he agreed for a partial refund.

Now he asking for QIWI, Web money or PayPal account, neither of which i have.

How do i receive partial refund now?

Shall I open dispute? Because seller said he cannot refund by other means as he does not have international credit card etc etc.

Payment method was mastercard debit card and i have not yet confirmed receiving order, so payment is still with AliExpress.
