Open letter vs Owner name

My question is that “ should we buy a used car that is on open letter or should we always go for car that is registered on owner’s name?

Sometimes we like a car but its not on owners name, how tedious is the process of getting an open letter car on your own name, in case we choose to buy that car

Kindly tell in reference to Islamabad registered cars

No issue at all buying open letter car in sindh..no issue in transfer as well via agent.

A car being driven on open letter usually shows the owner's intentions of selling it whenever he gets a lucrative offer. Mostly investors keep their under possession cars on open letters because they don't want to keep these for long. This isn't something new. Everybody knows it.

Then there can be complications (for the buyer) during the transfer process because the car may have exchanged many hands on open letter in the past.

Buying a car that has been registered/transferred on present owner's name is always a safe transaction.

In Islamabad these 'agents' are called touts of the excise officials.

Really appreciate your prompt and detailed answer. I put up this question because few years back, out of my sheer ignorance on this issue, I bought a city that was not on owners name and I then had to pay 13K to touts in excise department to get it transferred on my name

Speaking of biometrics, When that car was transferred to my name, they did not take my biometrics, probably because I had Registration Book not the smart card
Is that so?

You might have bought that City when the rule of Biometrics wasn't enforced.

I have a query.Ive lost the biometric to a car on open transfer letter is there anything that can be done through excise cuz I want to trabsfervit on my name.Its registered in lahore.It doesnt have smart card

Please request the last owner to arrange fresh biometric for you. It costs just 50 rupees.

Then please try to trace back to that person who still holds title of the vehicle. Request him for help. Otherwise be ready to get robbed by the crooks sitting in respective excise office.

If I go to the owner track him down and use all my resources whats to proof that he himself wont demand money for biometric.I think id go f9r excise route less hassle.

Hi, my question is off topic but relevant to islamabad excise so here it is.
I have ICT registered vehicle in my name. it is of QT serial with white number plate( black color letters and alphabets on white metal plate). But I have also seen computerized (different number plates having faisal mosque picture on plate) on ICT registered vehicles. Now my questions:
1)Procedure to obtain these plates for my vehicle and estimated fee?
2)Do I need to return my old number plates for getting new one?
3)Will they write "duplicate plates" on new one?
