Also, the letter said that all 'Non-Tax Payers' would pay additional GST of 46,000/- for City ASPIRE PT .. Although I am a student but my NTN number saved me from this

I booked my Aspire PT on 21st May and it is not delivered yet.. So you can have an idea about the delivery of PT .. Well they said 1 to 1.5 months .. Recently they said anytime before 30th June..
It means a Month is Min I would have to wait , hmmmhmmm

I think if you're gentle with the accelerator it should be around 11-12 that's what I've heard.. Calculating mileage greatly depends on how you drive.
