Dear everything is achieved step by step.
It wasnt like PAF's CAS had a dream of developing a 4th generation fighter. We started off with overhauling of F-6s, rebuilding Mirages, manufacturing trainers and after years of struggle we managed to ASSEMBLE JF-17. And now we can actually manufacture 45% of JF-17 including its fuselage, avionics etc.
Your said in your earlier post that "it was better" to manufacture Su-27 type fighter which in my point of view is not so easy. Atleast not any easier then typing of pakwheels.
HAL has been developing LCA since early 80s and still not even a single operational squadron is in service. Where as in just 10 years we are raising third JF-17 squadron which means our Engineering capability has done SOMETHING!
To make it easy for you to understand, the engineers and builders of Audi A8 have to start off with Audi A4 and then they are transferred to Audi A6 assembly line and in the end they get into the team of Audi A8. Audi R8's builders are even more seasoned. To cut it short, one needs the EXPERIENCE.
Now coming to the funds. Lets talk about you first since you 'think' you can serve PAF any better then the current of former Chief of Air Staff's. Will you work for free? As an engineer will you work in R&D of our new 4.5 generation fighter without taking any penny from the state?
NASA is sucking in billions of dollars from US budget in the name of R&D where do you think all the money goes? Toyota is worlds largest spender on R&D when it comes to money. What ever your BBA/MBA theory suggests but it isnt any where related to the matter in question. We have engineers bur we do not have jobs to offer. But then again its a different matter.
Now coming to 'Foreign Assistance'. In case you don't know. JF-17, K-8, assembling of Augusta etc are all the results of foreign collaboration and we will avail it when ever possible. US did not invent rockets themselves. They captured German V2's and after years they developed the likes of Saturn V. Now please do not lecture me to act like 'germans' who built V2's.
Last but not the least, IDEAS is not a junior school platform or any copy paste as you mentioned which shows that you have no idea about it. Its a platform where Pakistan can collaborate and work with different aerospace and ordinance manufacturing industries across the globe. In short its an opportunity to enhance our engineering capability on massive scale by involving foreign scientists and engineers in our current projects and sign MoU's for ToT's of military hardware's. This is how things work in MILITARY NETWORK!
