The independent suspension was not used on 2002-8 and also new city caz it is an expensive set up and uses up a lot of resources to install. An independent suspension is also susprisingly difficult to engineer. Installation cost is also high and independent suspension also requires a stronger, rigid body to work properly. ALl these things add up cost and hence City is not using an independent set up
Independent suspenion has many pros .. for example all the best cars on the list provided by the poster, the corollas, the lancer, the margalla, civic etc all have an independent set up. An independent setup provides proper drive, driving dynamics and comfort, not to mention braking
A torsion beam suspension is a cheap set up and can be easily installed and no engineering is needed. furthermore , body strructure does not need to be rigid. I assure u that the body of the new city or old 2007 city is not strong enough to handle the independent suspension stresses and strains
