Anyhow, you say govt. doesnt have to OR cannot play its role to this end.. My friend, let me tell you one thing.. even in the most advanced of countries and economies, governments incentivise certain desirable actions - that help them achieve their policy goals - by providing tax incentives in the form of tax-breaks/cuts to induce people into taking those actions...
For instance, what are governments in developed countries - where people have very strong purchasing power btw - doing to encourage people to buy low-emission/hybrid and/or safe(er) vehicles? People just dont buy such cars just like that (some might do but that number wouldn't make any difference) .. they have to be provided some form of incentive to buy such cars and which the governments in fact provide by reducing customs/stamp duties on such vehicles... and that works as an incentive for a prospective buyer...
Policy is just like a tool through which governments can manage people's general behaviour and tendencies on macro scale... Thats the purpose of a policy..!!
Now tell me, what kind of incentives is the sweet govt. of pakistan providing to people to buy safe and efficient cars? A ridiculous increase in their price by levying irrational and thoughtless duties and taxes OR by restricting their imports altogether? :-# which one of these "incentives" is likely to induce people to buy safe and efficient cars? you be the judge now..
Government introduced tax on buying and selling on property, people found a solution to avoid that tax. Its very simple and the Government cannot in anyway regulate that unless it gains respect.
A very simple question to you; can you do that if you wanted to import a vehicle?
people guessed the way around the property sale/purchase tax, why can;t we have one here?
