Ok.. forget about the trucks and their safety features.. You referred to an average basheer in your post, I assume you're not one.. So just tell me, what car do you own and what safety features does it come with? If it doesn't come with any, why - may I ask - didn't you go for some luxury limo yourself before asking others of doing so (this Volvo truck = luxury limo for truckers)?
Charity begins at home dude.. an average basheer might not be aware of that but I really hope you as an educated person are... 
Bottom line is.. people simply cant afford such things in pakistan.. as simple as that.. If a trucking company can afford to have 20 "Rockets" in their fleet, are they nuts to even consider replacing their whole fleet with a single so called safe Volvo? What impact would that have on their business..? They sure aren't there to run charities.. or are they? They are there to make profits..!
They would have considered buying such machines if there was some kind of legislation in place regarding the safety issues surrounding these obsolete vehicles OR if the replacement machinery wouldn't have cost them an arm and a leg.. none of which is the case.. No legislation, no reasonable replacement cost for new equipment.. and then you say its not about the policy or the so called policy makers? :-# EXCELLENT...!
