Pakwheels not removing HPA from a car my friend just bought

My friend bought car 6-months ago from a lady and she don't when and how pakwheels put hpa on it and when he tried to transfer it to his own name hpa comes in way hpa from pakwheels and even your help line isn't helping accordingly they only referre to one man who is doing lame excuses even he traveled from islamabad to lahore just to meet higher managment of pakwheels same man didn't let him meet anyone -

This vehicle you purchased from Pakwheels? what is ownership name appearing over the documents? a vehicle leased NOC is issued to leaser upon payment clearance. leaser can not sell vehicle without transfer in personal name / cnic. Only after 1st transfer from leasing authority owner can sell it onward

Vehicle is in my own name, but HPA is appearing on the smart card in Lahore, is it OK? Actually, previous holder, leased this car from Bank, but he did not transferred this with his won name but directly to my name in order to safe some money and time.
