Passo 2016 vs toyota aqua 2015

I am new to cars and will be buying my first car. I was interested in cultus at first but I have found better JDMs. The ones i was confused between were toyota aqua and passo. My price range is near 23-25 lakhs. Here's what I need in my car:
1. Good fuel average since I will be travelling to my college regularly in Karachi and rarely on highway.
2. Good drive since I will be using this car a lot.
What car do you think is better?

only buy a hybrid if u drive ALOT
Aqua's are hot in stolen cars list these days, consider that as well . other then that its a wonderful hybrid
if you can get a passo moda its a wonderful car as well
in any case only get a car with verified auction sheet

25 lacs should get you a 2016 aqua or a 2016 hybrid vitz as well. I would go for the hybrid vitz if i were you
