you need to go inside and speak to deputy director. the restriction has been lifted " but " due to on going war against terror across Pakistan, it is not encouraged. It is focused & flagged for people with permanent addresses in KPK & FATA,. The Passport & NADRA offices are using that FLAG for extortion, make money from legitimate people but every one across Pakistan is suffering due to that flag.
If you are living in Islamabad for over 12 months paying utility bills and have any bill in your own name with address. ( PTCL Land Line Broadband bill ) & can obtain a letter from your employer of your status DD at passport office can allow passport processing.
Passports are no longer renewed - at expiry of Passport A new passport book is issued with NEXT preceding number
as if: old number 051200542 ... new number will be 05120053,
and old passport number will be mentioned at page 02 of the passport book.

as per the constitution of Pakistan:
any person citizen of Pakistan who choose to reside in any other PROVINCE for more then 180 days for reasons of employment or business shall apply to respective district of the province for endorsement over identity document for temporary address & apply for a PRC +domicile after 12 months of such endorsement.

MY ID have Islamabad as Temporary address since 37 years and Karachi as permanent address. when i transfer my Karachi registered car to Islamabad nothing changed but the registration book. The number is still the same ( i painted plates to Islamabad color code only )
my Vote is in Karachi.
