Petrol pumps refuse to sell petrol in plastic containers

I went to fuel up my diesel generator in a 20 liters pvc blue Jerry can,, like I have been doing the last so many years and the attend showed me notice that petrol or diesel will only be sold in aluminum containers.
I wanted to know since when this law came out, if it did'

As per rules
They r not even allowed to sell in any sort of container
Smaller pumps with lesser sales r a bit accomodating jn this regard
