1) There are some good restaurants in Bahawalpur on Muhammad Bin Qasim road. I had dinner in Lataska and it was really good. (I have also included few pics for u 
) Besides Lataska, there is another one named 4 Seasons, didn't try it but there was so much rush so I thought it must be good.
2) Never stayed in one but a friend stayed in New Bahawalpur Hotel somewhere near Fawara Chowk. He was with family and stayed there on a journey back to Karachi from Jhelum. He was satisfied and the rooms were very economical.
3) Winter timings are 4 pm, so be there before 3 pm.
4) There is one hotel named Al Habib right beside Daewoo sub-terminal in Sitara Market. It was good and fare was very economical. I saw few families staying there. There is another one named Asia hotel in Sitara Market, its very economical but probably not so good choice to stay with family.
P.s. May be someone else might recommend even better hotel because I mostly go with friends and we prefer economy hotels
