Price of corolla at Punjab excise website

AOA, Hi
I am about to buy my first car, a used corolla XLI VVTi turned GLI(except ABS) 2008 model,
I checked the vehicle registration at Punjab excise website. it is also showing the price of vehicle which is 7.5 lakh while the owner is demanding 12.5 lakh.

I want to know that price at excise website is the real/market price of vehicle or is it just a number filled as formality?

Price on punjab excise website is wrong in 2006 xli invoice was rs 834,000 so it cannot be 7.5 lacs in 2008.

What is the condition of the xli ? 12.5 lacs is really high demand for this car.. if its totally genuine scratch less car with below 50,000kms on odo only then maybe it might be 11 lacs or 11.5.

If its good clean car with meter showing 100,000 it could be meter reverse from 150,000..

I would not pay more then 10 lacs for it but ideal price could be 9.5 lacs
