Prius 2020 fuel average too low

salam
bought prius 2020 zvw51 a month ago .. getting 14 to 18 kmpl in city
there are no codes on dash and on scanner as well
swapped the hybrid battery with tested good battery changed the plugs and get every thing serviced
still no improvement
is the inverter faulty or the electric moter .. how to test them without swapping them

Try to have it scan from the workshop which has some advance type of scanner.
usually old versions of scanners doesn't cover all the codes of modern cars.

Tried that too .. no codes at all.

or any software error

Already Discussed this with them . He said to power tune the car " dismantling whole engine bay and then servicing every component then putting everything back" that's doesn't make sense to me

First question where do you drve oftenly?
In city or on long routes?

Both .. mostly in city .. I had Prius 2016 zvw51 before this ..
Today I got oxygen sensor changed .. fuel injector replaced .. fuel pump inspected .. the only thing remaining was the engine and transmission.. but the fuel average was same as before on slow speed like 50 to 65 it gave above 20kmpl . As soon engine kick in the economy goes down badly ... I think either the engine is burning more fuel (unable to find the cause ) or the hybrid system supporting the engine is not functioning properly .. the workshop guy discussed this matter with his senior in lhr and Islamabad also .. they said Bhai sb to change kr lia ...

You are chasing a ghost blindly.

On what behalf or findings the techs have changed everything thing any data stream?

Get to the car scanning guy again and record the following parameter data and share it with us.
In Engine
STFT
LTFT
The values would be in +- 0-25 %
Then in hybrid drive system
Ask the tech to find the following parameters data.

Delta SOC
TMWH P High
TMWH P Low

And finally please do share a trip meter data with us for a distance of minimum 60 kms
And the data we require is

AVG Kms
Avg speed
And total engine start percentage in that trip ( data is shown in percentage of EV% and Engine%).
