If the seller is not available, kindly go and discuss politely with the E&T Officers. They may accept to transfer based on an affidavit from you. But it really depends on E&T officer's acceptance. Procedure is clear requiring both seller and buyer to be present

I have transferred a vehicle recently on my name and I want to share it with you people. Due to lack of exact information, I was first reluctant to go myself. A friend of mine introduced me to an agent and he demanded Rs. 4,000/- for the procedure which I refused. Then one day i went their only to get the information and found out that the procedure is quite simple. Fortunately I had the documents with me in the car and It took me hardly 40 mins to complete the process. If anyone wants to know then following are the steps:

1. Download the Vehicle Transfer Form from Islamabad Excise Department website and fill it.

2. Go to information desk, give them your form and the person sitting behind the desk will mark it.

3. Then take this form to Counter # 7 (for bikes Counter # 8); you will get printed bank receipts and Form "F".

4. Deposit fee in the National Bank situated within the premises of Excise Office. (If by chance you have less money then it has ATM facility).

5. Take the paid receipt, Form "F", Original Book and the Form you downloaded from the website to Counter # 2 and submit these documents along with Rs. 1,462/- (for smart card) and get a printed acknowledgement receipt.

Documents Required:-

• Downloaded Form (you can also collect it from info desk for Rs. 30/-)
• Bio-metric slip from the seller
• Seller's ID Card copy
• Your ID Card copy.
• Original book

Note: - No one asked me for vehicle inspection or for the seller (he lives out of country). Fee information is available at Excise Office Website.

Asalamoalikum, Today i went to ETO Islamabad to collect number plates of newly registered bike. Just to avail a chance i asked about registration paper for my bike from delivery counter, whose actual delivery date was 30th December 2019. They gave me registration paper which was printed on normal white paper instead of excise monogram/watermark paper. On arguing at delivery counter they said now new books are being printed on normal white paper is it so? What will be difference of new and duplicate books in this case? Also can i apply for smart card for my bike now?

@Soprano Congratulations. I believe there is a general mindset that people want to avoid following the normal process and create ease for themselves by hiring agents, whereas the procedure is very straight forward. You are lucky no one asked you for the seller to be present, may be now the procedure has changed, but when I did the process in October 2016, they were quite strict about it.

Needed some information regarding the transfer of vehicle.

I'm looking at a car which is imported from UK and it has official Islamabad number plate on it, which means its registered. Is it enough information to verify, because while registering i'm sure ISB excise have got all the import related documents with them. So i just need smart cad and biometric from seller?
Any help will be appreciated.
