Procedure to adopt by the seller when buyer does not transfer sold vehicle in his own name

As title suggest, I sold my vehicle 6 months back but the seller did not transfer the same in his own name. I followed up with him and later on he stopped picking up my calls. In the mean while car remained under my name. Therefore, in an effort to sort the mess out I contacted excise and taxation department and they suggested following procedure, which I adopted and secured myself. I am writing this down for anybody who is worried about the same issue:
1. Write an application addressing your local police station about the transaction and details and attach following documents: sale deed/transfer form, CNIC copies of buyer and seller.
2. Take this application to local police station and present under “report a crime” segment. They filed the application in their system and allot the responsibility to an officer to locate buyer and make him to register the vehicle.
3. Local police station will provide a computer generated slip evidencing the reporting of incident to them.
4. Take this along with application to Excise & Taxation department and tell them about the buyer not co-operating. They will mark vehicle as non-transferable in system.
5. You can go on live a peaceful life.

and now car can be sold as many times as anybody would want but will not get registered unless the person to whom i sold to visit the excise & taxation deptt accompanying the new buyer.

Same has happened to me. I sold my car in Oct 2020 and now its Aug 2021 & the owner has not transferred the car but has sold it ahead. Now my biggest concern is what if the car has been involved in anykind of criminal activities & could be traced out to me since it is still on my name. I have all the registered Stamps, NIC copies, Biometric Copy, Witness NIC Copies each & everything but I want myself to be fully secured and not to be contacted by any authorities in ahead.
Kinldy let me know if this blacklisting a vehicle is safe and after doing so, what would be my involvement with the vehicle and for transferring it, would I be called or the person to whom I sold the car (who was supposed to get it transferred on his name) be called?
Vehicle is Islamabad registered, everything clear but sold in Peshawar directly (no dealer involved) but I have Oath Commissioner registered Stamps, Biometric Copy that i did, NIC Copies of Buyer & Witness everything
