The rings contain LED's to light them up(sometimes one at either end of the ring).
You can easily get them replaced, not sure about the exact price of the LED's, but they won't stretch beyond Rs.200
2- The encircled light in attached pic - it has a lense cover type thing on it. Can anyone suggest a blub for this light? Because mine is dim like a candle, and the light is scattered in random patterns.

First of all let me make it very clear that in no way should you ever use HID kits in these aftermarket projectors, not even 4300K(color temperature is not what is important here)
These are halogen projectors to be used with halogen bulbs only.
The reason why the light maybe spreading could be wither due to the projector lens being dislodged from its position OR the bulb is not sitting properly in the bulb holder OR your just just using the wrong bulb.
You car uses HB4 for the low beam, and most of these aftermarket halogen projectors use H11 bulbs.
I would strongly suggest that you stick with your stock headlights and use a good quality halogen bulb.an easy to obtain bulb with superior output would be the Phillips Rally bulb.
If you do want to go the HID route, then a retrofit is the best solution(output/visibility wise), though it is very expensive.
I advise against using HID kits in such headlights because it produces pathetic visibility.
