Property tax- How does it affect overseas Pakistani's?

My mom bought some property a few years ago, and now the developers are saying that the value has dropped 28% or so, because of the property tax. Does that affect overseas Pakistani's too? Since the profit from last year until now has been eaten by the "so called tax" the developers slapped on us.
