Well that depends on which car do you want? If you want a civic then go for that otherwise go for a city which isn't a bad car but it's suspension is not the same as the civic and you will feel the difference in drive and road grip and all.
As for the manual vs Prosmatec, I can safely say that yes manual always is better on fuel consumption but not that big of a difference. If you have good tires (I have continental CC5), good shocks, good engine oil, changed transmission oil, all of that counts a lot towards the fuel consumption. I recently check my 8th Prosmatec is giving a better average than the 9th I have.
