Bro, that's our national dilemma. And mostly, those people do it who do not have bank accounts, are Non-Filers, and may be; do not pay taxes! They do not want to come in the eyes of tax collectors, FBR, etc. that's why they prefer cash, since cash payments are almost untraceable. During P.O., D.D. Cheque book, etc. bank account needs to be there, and from bank account, money sources / trails can be traced.
Yes, JDMs are imported on overseas Pakistanis passports, but I strongly doubt passport fee as 1 lac PKR. Its too much.
Yes, papers will be on the name of overseas Pakistani passport holder, and vehicle will be transferred in your name. You will practically be first owner at the time of registration, but technically 2nd owner, since 1st owner is the person on whose passport vehicle has been imported.
@Luke_mani has very well explained the procedure. Rest assured, there won't be any dispute, however, physical verification of car (engine no., color, chassis no., etc.) will be reqd. Do take your car along with you too.
