Today I drove my Mehran about 40 kms at 80km\h weather was some cold but fan doesn't starts at all but when speed goes slow the tepmeratue Needle goes up and fan start once only is it normal?
Does needle stay in middle when normal?Fan stays on only at center temperature range.
Your car probably has thermostat valve removed, hence ideal temperature to turn fan ON is only achieved when car is slow or weather is hot. It seems working fine, its the thermostat valve which is either faulty or removed.

this is sign of missing or bad thermostat valve. All mechanics tend to remove thermostat valve instead to identifying and fixing the cooling system in order.
I don't think it even has a thermostat valve. Get it checked.
