umm - you got it a bit wrong.
CNG is itself a gas and takes up space like air unlike petrol vapour which is actually liquid drops. This blockage is done to force the regulator to see a strong vacuum signal when the engine is running and release the gas. Its usually done to overcome the scrap metal stupid design venturi these shops install on the throttle intake.
Original CNG venturis and regulators dont require this, I have tried and tested it myself. Fluid dynamics is a very interesting subject and you need to apply some of its basics with CNG venturis.
