Registration issues of Customs public auctioned Vehicles

The Customs department holds public auctions of confiscated vehicles frequently throughout the country. These are imported vehicles that are non custom paid and are therefore confiscated and sold in public auctions. I want to know if it is safe to buy these cars. Someone told me you might face problems in registration. He said some of these chassis numbers are already registered before and online registration system does not accept the same chassis number again. Similarly some of the chassis numbers are tempered and therefore unacceptable for registration. I want to know why a State department would sell such a vehicle that cannot be registered? If someones buys such a vehicle what would be the way forward?

If you know someone in Customs department which auctions these vehicles only then make bids. Many cars have missing equipment/ parts which can be costly to repair/ replace. The reason why I'm suggesting contacts inside Customs is that the Customs guy can guide you which car is worth bidding for.

The only issue is, these cars are without documentation.

You only receive a registration book. And these cars can be a pain in the back when selling.

If you are naive a car dealer can sell you such a car for market price and then you have to sell it at loss. Such cars have lesser market value due to non availability of documents.

Altho they are completely legal and the book is stamped "custom auctioned"

The issue with cars not registering came up in amnesty scheme cars. Custom auctioned cars are no problem.

These are the things I am aware of and dont mind them as I require the car for personal use. However I met a person at Custom house during one of the auctions who was having registration issues for his vehicle taken from Custom auction. In a brief chat he told me registration authorities are not registering my vehicle because its chassis number is tempered. Its cut and weld. if thats the case I believe 90% of these vehicles must be having tempered chassis numbers. Why Custom auctions such vehicles? Why they land public into trouble? Your thoughts on this plz.

The public should have enough sense not to buy cars which could cause legal problems. Customs is just an institution selling a product. The buyer should be wise and not buy anything which causes doubt. I would not recommend buying any custom auctioned vehicle.

Custom auctions cars which do not match legal requirements allowed for a car to be cleared in Pakistan.

Some are not cleared in time, some people shipped cars and couldn't arrange passports and encashment certificates in time.

Others imported cars older then allowed.

Cut nd weld tampered are in very rare situations. One should inspect what he is buying.

Usually auction cars are fresh cars
